I will slowly be moving the spec and related documents here, and using this site as a home base to keep track of the protocol. In the meantime, please feel encouraged to register an account to gain access to pretty much everything. Open a ticket with a specification proposal. Build out the wiki with anything tangentially related to spartan that you care about. Go nuts, this space belongs to you. We'll figure it out as we go.
